摘　　要：本文在国内基层科技创新评价综述的基础上,构建了基层科技创新绩效评价指标体系框架,并以江苏省为例利用SPSS分析软件进行了聚类分析,同时借鉴C-D生产函数构建了测算影响基层科技创新绩效体制因子的数学模型,对江苏省的基层科技创新影响因素进行了识别,在此基础上提出对策建议。On the summary of technology innovation ability Evaluation system, this paper build a grassroots framework of performance evaluation system, and analyze the situation of Jiangsu by cluster analysis with SPSS. Then, build a mathematical model of measuring the impact of grassroots technology innovation performance, and identified the fators of affecting grassroots technology innovation in Jiangsu province.Finally gives the suggestion.
