摘　　要：将当前图书馆界面临的资金短缺、数字移动阅读、多类资源竞争、新信息技术的挑战定义为新常态,论述了新常态与图书馆联盟的关系,新常态下图书馆联盟建设存在的问题,并以苏州市高校图协这个区域联合体的实践为例,探讨新常态下图书馆联盟可持续发展策略。This paper defines the shortage of funds, digital mobile reading, multi class resource competition, challenge of new information technology as the new normal, elaborates the relationship between the new normal and library consortium, the main problem of library consortium, and discusses the sustainable development strategy of library consortium by taking the practice of Association of Suzhou Academic Library as an example.
