摘  要:通过对鄂尔多斯市当前供水量、用水量、耗水量的系统分析,根据黄河"87分水方案"、最严格水资源管理制度的要求,分析了鄂尔多斯市各类水源的利用潜力,提出了支撑未来发展的水资源利用方向。结果表明:鄂尔多斯市现状水资源开发利用已经超过水资源承载能力,水资源总体上已经没有利用潜力;地表水利用潜力约为0.98亿m3,地下水利用虽尚有潜力,但应进一步优化地下水源地分布,控制地下水超采;2030年非常规水源的利用潜力约为1.92亿m3;未来一方面可通过节水和水权转让等措施进行内部挖潜,另一方面应加大各种非常规水源的利用力度;从长远来看,应尽快实施南水北调西线等跨流域调水工程,增加水资源可利用总量。The current water supply,water utilization and water consumption in Ordos City were systematically analyzed. Based on the current situ-ation analysis,in accordance with the requirements of the Yellow River“1987 Water Allocation Plan,”as well as the most stringent water manage-ment system,the potential for all kinds of water and water utilization guidance for future socio-economic development in Ordos were proposed. The results show that:the current water resources utilization of Ordos City has exceeded its carrying capacity,and water resources in general have no po-tential;In the future,98 million m3 surface water can be provided,the groundwater utilization has its potential,however it is over exploitation in cer-tain areas,and the distribution of groundwater exploitation should be further optimized;the unconventional water resources potential in 2030 is about 192 million m3;In the near future,increasing internal potential through water conservation and water right transfer,and intensifying various uncon-ventional water use are two ways to meet water demand for future development. In the long run,the Western Route of South-to-North Water Transfer Project should be implemented as soon as possible to increase the total amount of available water resources.
