摘  要:随着社会经济的快速发展,水资源短缺已成为制约鄂尔多斯地区发展的瓶颈.受农业向工业实施水权转换的启发,由鄂尔多斯地区计划外用水部门出资,把由计划外用水对黄河下游河道引起的泥沙增淤量挖出河槽,采取挖沙置换输沙用水量的方式,获取计划外用水.初步分析,当计划外用水2 亿~ 10 亿m^3 时,下游河道将增淤泥沙540 万~ 2 720万t;若把增淤的泥沙清除,则每年需要投资1. 8 亿~8. 7 亿元.With the rapid growth of the social economy,water shortage has become a barrier to restrict the development of the Ordos region. Extrac-ting water for sediment transportation in the main channel will lead to increase sedimentation in the Lower Yellow River. Inspired by water right transfer from agriculture to industry,this study proposed an alternative way for the water sectors in Ordos who needs more water rights. The in-creased sediment due to using water for sediment transportation could be dredged from river channels. As a result,the water sectors could get extra water rights by funding the dredging. The preliminary analysis shows that when unplanned industrial water usage counts to 0. 2~1. 0 billion m3 in the upper and middle reaches,silt and sediment in the downstream channel will be increased to 5. 4~27. 2 million t;if the increment of silt and sediment is removed,0. 18-0. 87 billion RMB Yuan investment is needed each year.
