政府在全民健身战略实施过程中的法律责任

摘　　要：目前中国仍处于由计划经济向市场经济的转型时期,政府作为公共利益的总代表,在全民健身战略实施过程中担负着义不容辞的责任。基于对政府促进全民健身的法理基础、现实依据的考察,认为政府的法律责任主要是培养人们健身意识、提供充足的体育场地设施、建立健全体育社会组织、丰富健身项目和提供科学健身指导。At present,China is in the transitional period from planned economy to market economy,in which the government takes obligatory legal liabilities in executing the National Fitness Program as representative of the public interest.The government should encourage the citizens to participate in bodybuilding,provide sufficient sports facilities,grounds and programs,establish fitness sports social organizations,and support with scientific fitness guidance.
