摘 要:为有效应对城市道路交通突发事件,运用AHP方法构建多级递阶层次结构模型对城市道路交通突发事件应急响应分级进行了研究。建立以事件本身所具有的属性、事件发生区域城市道路网脆弱性及城市公安交通管理部门的机构弹性为主的评价指标体系,对每一指标进行了量化和说明,计算综合评分,最后确定应急响应等级。以一起治安事件引发的城市道路交通突发事件为例进行计算,结果表明该方法能有效解决应急响应分级问题。In order to handle urban road traffic emergencies effectively, multi-level hierarchical structural model is used to study classification of emergency response to urban road traffic emergencies through analytic hierarchy process(AHP) method. According to the analysis on its establishment principles, the evaluation index system, based on influencing factors like the property of emergencies, the vulnerability of urban road network in regions where emergencies occurred, and the institutional resilience of traffic administrative departments of public security organ, is established, and the interpretation and quantitative criteria of each evaluation index are given. Next, the weight of each index is determined through AHP method. The comprehensive score, which determines the classification of an emergency, is obtained by using weighted summation method. Finally, an urban road traffic emergency caused by a social public security accident is used as an example to validate the model. The results show that AHP method can solve effectively the problem about emergency response classification.
