摘　　要：国家治理主要包括政府治理、企业治理、社会治理三个方面,由于不同国家或同一国家的不同阶段,国家治理主体的侧重点不同,进而形成"政府主导""市场主导"和"社会主导"三种不同的国家治理主导模式。这三种国家治理主导模式在功能方面存在体系差异、动力差异和路径差异。在体系方面存在制度化、规范化和程序化的差异;在动力方面存在从"政府→社会"主导模式到"社会→市场"主导模式的阶段性突破,从"市场→社会"主导模式到"社会→政府"主导模式的阶段性跨越,从"社会→政府"主导模式到"政府→市场"主导模式的阶段性上升三种差异。通过数学模型可以深入揭示国家治理主导模式的一系列运作规律。依法治理是"政府主导×(市场+社会)"模式走向现代化的必然要求,依规治理是"市场主导×(政府+社会)"模式走向现代化的必要条件,依制治理是"社会主导×(市场+政府)"模式走向现代化的必由之路。National governance mainly includes three aspects of government governance,corporate governance and social governance. Due to different countries or different stages in the same country,the main focus of national governance is different,and thus forms 'government- led','market-led'or 'social- led'three kinds of dominant mode of national governance. These three kinds of dominant mode of national governance have system differences,power differences and path differences in terms of functionality. Institutionalized,standardized and procedural differences exist in terms of system. Initial breakthrough from the 'government → society ' dominant mode to the'society → market'dominant mode,phase leap from the 'market → society'dominant mode to the 'society → government' dominant mode and staged rise from the 'society → government 'dominant mode to the'government → market'dominant mode present three differences in power. A series of operating rules of the dominant mode of national governance can be further revealed through mathematical models. Governance by law is an inevitable requirement to modernize the'government- led ×( market + social) 'mode; governance in accordance with regulations is a necessary condition for the modernization of the'market- led ×( government + social) 'mode; governance according to the system is the only way to modernize the 'social- led ×( market + government) 'mode.
