摘　　要：规范重大行政决策是法治政府建设的主要内容。当前,山西省有不少部门和单位在决策过程中存在着如程序机制不健全、公共参与机制不完善、专家论证作用发挥不足、风险评估和合法性审查重视不够等问题,为此,应加快制定《山西省重大行政决策程序规定》,完善公共政策的公众参与机制,实行重大决策咨询、论证、听证和后评估等制度,强化风险评估和合法性审查,实行问责制度常态化、终身制,使依法科学民主决策机制渐趋完善。To standardize significant administrative decision-making is the important matter for construction of a law-based government. At present,there are still many problems in the courses of decision-making in some departments and organizations, such as the imperfection of procedure mechanism, the faultiness of public participation mechanism, insufficiency of impact of expert argumentation and lack of attention to risk assessment and validity check, etc. Therefore, we should lay down Rule of Procedure of Important Administrative Decision-making in Shanxi. Except for it,we should perfect mechanism of public participation in public policy,carry out the systems of consulting, argumentation, hearing and post evaluation of important decision-making, strengthen risk assessment and validity check, and implement normalization and life-long tenure of accountability system, making lawful, scientific and democratic decision-making mechanism perfect gradually.
