基于熵权的洪水灾害补偿资金绩效评价

摘　　要：针对洪水灾害补偿资金的独有特点及补偿效果的特殊性,从资金投入、资金使用、资金产出、资金效果4个方面建立了洪水灾害补偿资金绩效评价指标体系。由于指标的多属性特点,构建了以熵权为基础的组合权重下的洪水灾害补偿资金绩效评价模型,充分考虑了相关专家的意见和评价指标的固有特性,使评价结果更为合理。最后,以广东省为例对洪水灾害补偿资金进行绩效分析,并提出提高补偿资金到位的时效性、保证资金使用的合规性、强化资金使用的监督机制等提高洪水灾害补偿资金绩效的对策和建议。In the light of the unique characteristics of compensation fund of flood disasters and the particularity of compensation effect, a performance evaluation index system for the compensation fund of flood disasters is established from four aspects of fund investment,fund use,fund output and fund efficiency.Owing to the multiple attributes of indexes, a performance evaluation model for compensation fund of flood disasters based on entropy combination weights is established. The relevant experts ' opinions and the intrinsic characteristics of the indexes are fully considered so that the evaluation results are more reasonable. Finally,taking Guangdong Province as an example,the performance of the compensation fund of flood disasters is evaluated,and some measures and proposals are proposed to improve the performance of compensation fund of flood disasters, that is,promotion of time effectiveness of compensation fund,guarantee of rationality of fund use and strengthening of supervision mechanism of fund use.
