广西农村水环境污染模式及其治理对策

摘　　要：针对广西壮族自治区农村水环境污染防治问题,从农业面源污染、微小水污染、生活源污染和跨流域污染4个方面总结了广西农村水环境污染的主要模式;从水环境污染的外部性、水资源的准公共物品性和经济结构特征3个方面探讨了污染产生的根源;在现有治理措施和成果的基础上,从产业结构调整、市场化治理、信息技术应用等方面提出了农村水环境长效治理的对策建议。With regard to the problems of prevention and control of rural water environment in Guangxi Zhuang Autonomous Region,the main pollution modes are summarized from four aspects of agricultural nonpoint source pollution, water pollution of township enterprises,life source pollution and inter-river basin pollution. The root causes for pollution are discussed from the perspectives of externality of water environment pollution,attribute of quasi-public goods of water resources and economic structure. Finally,on the basis of the existing control measures and results,some countermeasures and suggestions are put forward for the long-term effective management mechanism of rural water environment, including adjustment of industrial structure, market management and application of information technology.
