地方政府执行国家保障性住房政策的促进策略研究——以广州市为例

摘　　要：保障性住房政策是一个包括廉租房政策、经济适用房政策、限价房政策、公共租赁房政策和各类棚户区改造之后的安置房政策等的政策体系,执行保障性住房政策是地方政府不可推卸的责任。厘清利益关系、开拓多元的政策执行主体,拓展融资渠道、丰富政策执行资源,适时调整政策、创新政策执行方式,科学合理规划、提高政策执行质量,健全监控机制、强化政策执行监控,是促进地方政府有效执行保障性住房政策的策略选择。The affordable housing policy is a policy system, which includes low-rent housing policy, economical housing policy, limited-price housing policy, public rental housing policy, placement housing policy that aims at all kinds of rebuilt shantytowns, and so on. It is an unshirkable responsibility for the local government to implement the affordable house policy. Clarifying the interest relationship, exploring diverse policy implementation body, expanding the financing sources, enriching the resources of policy execution, adjusting the policy timely, innovating the way of policy implementation, planning scientifically and rationally, enhancing the quality of policy implementation, perfecting the monitoring mechanism, strengthening the monitoring of policy execution, are good strategies for the local government to effectively implement the affordable housing policy.
