摘 要:"一带一路"战略是中央应对全球形势深刻变化、统筹国内国际两个大局做出的重大战略决策。今从历史出发,多维度解读了"一带一路"的战略意义,分析了世界经贸格局变化轨迹,梳理了大国崛起过程中"对外策略变化"和"内部格局调整"的内外呼应与联动逻辑,重新审视了既有国家空间开发格局,提出伴随"一带一路"战略的推动,我国空间开发格局也应实现从单向开放向全面开放、从海陆分割到海陆统筹、从中心聚集到门户引领的总体策略转型。"One Belt and One Road (OBAOR)" is a significant strategic decision made by the Chinese Central Government to tackle the profound change of the global situation and to accommodate both the domestic and international situa- tions. From a historical perspective, this paper interprets the strategic importance of the OBAOR, analyzes the global trend of economic and trade growth, studies the rationales of China's international cooperation by referring to both "external policy change" and "internal structural adjusting" during the rise of China and re- views the current strategies of national spatial development. It is argued that along with the implementation of the OBAOR strategy, China's overall spatial de- velopment policies would be transformed from one-way opening to full opening, from fragmented land- and ocean-oriented development to integrated development, and from central orchestrating to gateway leaderships.
