低碳约束下造纸产业国际竞争力的评价

摘　　要：为了衡量低碳约束下造纸产业国际竞争力的状况,在分析现有的低碳视角下产业国际竞争力评价指标及其不足的基础上,引入贸易污染条件指数对现有的产业国际竞争力的评价指标进行修正,并用修正后的指标对中国等七个国家造纸产业的国际竞争力进行评估与比较。对比分析指标修正前后各国造纸产业国际竞争力变化情况,结果发现考虑碳因素之前我国造纸产业国际竞争力比较弱,考虑碳因素后虽然国际地位略有上升,但是仍然缺乏国际竞争力。In order to measure international competitiveness of papermaking industry in low carbon constraints, this study analyzes the existing industry international competitiveness evaluation index and its shortcomings under the perspective of low carbon. Then it modifies the evaluation index by trade conditions of pollution index. And then the international competitiveness of papermaking industry for China and other six countries were assessed and compared. The results showed that international competitiveness is weak in the papermaking industry in China before considering carbon factors. Although the international status of China＇s papermaking industry has a slight increase after considering factors of carbon, but it still lacks international competitiveness.
