广州战略性主导产业的选择及发展策略研究——基于产业结构演变与产业关联的视角

摘　　要：广州战略性主导产业自2010年首次提出以来,经历了三次调整。从现有文献看,政府选择战略性主导产业的依据,主要是产业发展现状。文章试图通过广州战略性主导产业与产业结构演变,以及与主导产业相关性的实证分析,探讨其选择的学理基础及主要发展策略。研究得出的主要结论是:第一,广州战略性主导产业在广州产业结构演化过程中发挥了重要作用,其发展壮大能够推动产业转型升级,促使广州产业结构向高级化方向演化;第二,广州战略性主导产业与广州现阶段主导产业部门有较大的重合性,说明其选择具有合理性;第三,广州战略性主导产业的发展应坚持集聚化和融合化的基本策略。此外,这是一次将区域间投入产出模型(IRIO)运用于城市主导产业研究的具体实践,具有参考价值。The concept of Guangzhou strategic leading industry was put forward in 2010 and went through three major adjustments since. The present choice strategic leading industry, according to previous researches, was based on the current development of each industry. This paper studies the Guangzhou strategic leading industry in view of the industrial structural evolution process and analyzes the relationship between the Guangzhou strategic leading industry and the leading industries in Guangzhou. The result proves that the choices in strategic leading industry are reasonable. We have the following findings： first, the current strategic leading industry in Guangzhou plays an important role in the industrial structural evolution process. It is able to induce industrial structural upgrade and spur the industries shifting toward highervalue direction. Second, considerably degree of overlap can be observed between the current strategic leading industries and the leading industries in Guangzhou. This indicates the rationality of the choice. Finally, the development of strategic leading industry should adhere to the principle of current industry concentration and integration. This study provides a new case that applies interregional input-output model（IRIO） in the research of urban leading industry, gaining it potential reference value for future researches.
