摘　　要：2014年全国经济工作会议,21世纪"海上丝绸之路"建设被提升到国家发展战略的新高度。在战略意义上,"海上丝绸之路"是新时期中国拓展周边国家经贸关系,推动中国-东盟自贸区升级版,有效应对南海问题和提升对外开放水平的重要议题;在战略内容上,"海上丝绸之路"以经贸为主,和谐、文明对话为辅,全方位协调推进,努力营造中国与东盟的政治沟通、道路连通、贸易畅通、货币流通、民心相通"五通"的区域大合作格局。The construction of the 21 st Century Maritime Silk Road was promoted to a new height of national development strategy in the 2014 National Business Work Conference. In terms of the strategic significance,the Maritime Silk Road is a critical issue involving China＇s extending the trade and economic relations with the surrounding countries,promoting the upgrade of China-ASEAN Free Trade Area,dealing with the South China Sea issues effectively,and raising the level of opening-up. In terms of the strategic content,the Maritime Silk Road,focusing on the economy and trade along with the harmonious and civilized dialogue,comprehensively and coherently promotes to create the regional cooperation pattern that features the connectivity in five areas,namely the connectivity of policy,transport,trade,currency and the heart of people between China and ASEAN.
