灾后恢复重建示范区规划环境影响评价探讨

摘　　要：阐明进行灾后恢复重建示范区规划(战略)环境评价研究的必要性及其双重意义;在此基础上,论述了国内外研究现状及存在问题,包括战略环境评价现状动态、开展本研究的可能性、机理探讨及动态仿真思路等;然后,提出了进行灾后恢复重建示范区规划环境评价研究的具体内容,包括研究背景、机理、方法论及实证等。研究表明,从规划(战略)环境评价角度开展灾后恢复重建示范区规划建设研究,在做好环保工作的同时,将强化灾后恢复重建示范区的防灾减灾功能,具有较好的现实意义及研究预期。The disaster recovery and reconstruction planning and development of strategic environmental assessment of the necessity and the double meaning are demonstrated; on this basis, discussed the research status and problems, including strategic environmental assessment of the dynamic situation, possibility of this study, mechanism and simulation of ideas, etc.; then proposed for post-disaster reconstruction planning and construction of demonstration zones, the specific content, including research background, mechanism and methodology and evidence of strategic environmental assessment. Carrying out post-disaster recovery and reconstruction planning, from the perspective of the strategic environmental assessment, will strengthen of disaster prevention and mitigation capabilities, and has good practical significance.
