摘　　要：国家对口援疆工作在新疆翻天覆地巨变中发挥的重要作用无可估量,已经成为围绕长治久安抓跨越式发展和"依法治疆、团结稳疆、长期建疆"方略的重要组成部分。但存在于其中的制度与机制缺陷,则是新一轮对口援疆工作面临的重大现实挑战。推进全面深化改革,确保新一轮对口援疆工作取得更大成效,争取获得更好的经济、社会和生态效应,必须在系统分析十三年对口援疆制度措施与机制设计缺陷的基础上,针对缺乏法律规范系统、政策扶持仍占主导、以纵向投资为主体的模式遏制了横向投资发展、缺乏健全的监督评估机制等问题,进行制度方面的科学安排。重点是完善法律制度措施、创新管理体制与机制、健全和规范政策调控体系、改革创新资源开发体制、完善监督与评估制度措施。完善新一轮对口援疆工作的机制设计,还需要进一步完善新一轮对口援疆单位和省市的管理协调、政策传递、要素整合、生态补偿、共同推进长治久安、维护民族团结与社会和谐稳定等一系列机制。The nation helping developments of Xinjiang has played an immeasurable role for bigness variety in Xinjiang, which has become the importance parts of the strategy ＂Stabilize Xinjiang and develop Xinjiang, wealthy people, make stronger the national defense＂ . But the system and mechanism blemish exist among them is major practical challenges faced by a new round of counterparts helping for Xinjiang work. Therefore, to promote comprehcnsive deepening reform and achieve greater successes, for better economic, social and ecological effects, we should do institutional arrangements for scientific aspects for lack of legal norms systems, policy support still dominant and the main mode of vertical investment curbs lateral development investment, lack of robust monitoring and evaluation mechanisms based on systems analysis on design flaws of institutional measures and mechanisms for thirteen years. Point is system measure that perfect law system measure, creative management system and mechanism, sound adjust to control the system and reform with the norm policy the creative resources the development the system, perfect direct and valuation, to perfect and new a work for to helping developments of Xinjiang mechanism designs, returning the demand further perfect to deliver with the management coordination, policy of the unit to a city for helping developments of Xinjiang, the main factor integrates, ecosystem compensate, the common maintenance race solidifies to harmonize with society a series of mechanism in etc. in stability.
