摘　　要：应对全球气候变暖,向低碳经济转型已成为世界各国共同的责任与目标。文章着眼于以低碳为目标的市场激励型政策机制,涵盖的经济政策工具包括碳税、补贴、碳交易、碳金融、碳关税等。在紧跟国外低碳经济政策的理论研究与实践进展的同时,对各种政策工具进行了详细的分析与研究,讨论了政策机制的理论依据、合理性、有效性、成本—收益、实施方案、理论及实践中的最新成果、争议等方面的内容,并在此基础上提出了综合性的简评与展望。It has become the common responsibility for all countries in the world to respond to the global warming and to transit to a low carbon e- conomy. This article focused on market incentive policies aiming at low-carbon, such as carbon taxes, subsidies, carbon emission trading sys- tems, carbon finance and carbon tariffs. While closely following the latest progress in theoretical research and policy practice of foreign countries, the article reviewed and compared a variety of policies in details, covering wide range aspects including the theoretical basis for policy mecha- nisms, reasoning, effectiveness, cost-benefit analysis, and the latest fruits of research and practice and debates. Finally, a comprehensive com- ment and prospects were proposed accordingly.
