摘　　要：面对京津冀区域的生态环境与水资源诉求,为了实现京津冀区域均衡和可持续发展,文章主张将京津冀区域中面积最大的自然地理区域——山区,作为京津冀区域一体化发展的实验田和突破口,提出对山脉自然延伸区域实施专门的整合的公共管理,即以网络信息化为引领,以技术应用和制度创新的有机结合为手段,以提高政府行政效率和公共服务水平为核心机制的山区整合治理方案。To meet with the regional ecological demand and for the sustainable development of Jing-Jin-Ji mountainous area, the article argues that the mountainous areas of this area, which covers not only the biggest natural geographical area of this region, but also the most backward area, should be planned as an experimental field and taken as the breach point of the integrative development of the Jing-Jin-Ji region. The article also proposed an integrated governance plan of the mountainous areas. It should be led by network inforrnationalization that combines technology appli-cation with institutional innovation, and take improving administrative efficiency and public service of the government as its core mechanism.
