摘　　要：江苏省高值医用耗材网上集中采购系统是利用电子网络平台,结合多项信息技术,全程无纸化进行高值医用耗材的招标、投标、评审、报价、竞价、跟标、备选、地市价格谈判等功能的综合系统。与传统招标模式相比,该系统覆盖面广,招投标成本低廉,突破时空限制,便于全程监控,最大限度地实现高值医用耗材集中采购工作的公开、公平、公正、高效,有利于高值医用耗材集中采购的全程监督管理,更好地建立一种新的高值医用耗材购销秩序。Jiangsu Online Centralized Purchase System for High-value Medical Consumables is a comprehensive electronic system supported by multiple information techniques, realizing paperless operation in the whole process, which covers tendering, bidding, review, offer, accompanying-bidding, waiting list, local price negotiation, etc. Compared with traditional bidding system, it has the advantages of being comprehensive, cheap, free of the constraint of time and space, and being convenient for surveillance. It realizes to the utmost extent openness, justice, and efficiency during the centralized purchase of high-value medical consumables, helping to manage and inspect the whole process of the purchase, so that a new and better purchase and transaction order could be established.
