文化景观保护及利用研究——以旅顺口区为例

摘　　要：在实地调研的基础上,对旅顺口区文化景观保护及利用现状进行分析,发现其目前存在的诸多问题:产权制度缺乏,不能统一管理;快速城市化与有限土地之争;"旧城改造"引发"建设性破坏";城市建设文化缺失,新建设破坏原有格局;发展文化旅游思路不明晰,文化产业要素发展不足等。针对以上问题提出相关对策:加快太阳沟历史街区保护建设;稳妥推进老城区改造建设;大力发展文化旅游产业;深化体制改革与机制创新;申报国家历史文化名城;申报世界文化遗产等。On the basis of field investigation, the Paper analyzed the current situation of protection and utilization of cultural landscape in Lvshunkou District. The author found some problems in this area at present： property rights system lack, unable to unified management; the contradiction of rapid urbanization and limited land; ＂ urban renewal ＂ triggered ＂ constructive destruction ＂; lost the urban construction culture; the new construction destroyed the original structure; develop cultural tourism concept is not clear;insufficient development factors of cultural industry. The paper put forward the relevant countermeasures, aiming at the above problems. They include： To speed up the Taiyanggou construction of historical block protection; prudently proceed with construction of old city transformation; to vigorously develop the cultural tourism industry; deepen reform of the system and mechanism innovation;application of national famous historical and cultural city and the world cultural heritage. The author hopes that the paper can provide reference for the management decision makers and using for reference through this article research countermeasures.
