摘　　要：实施双向转诊制度是我国医改的必然途径之一，它能够有效分流患者，促进医疗资源合理利用，提升基层医疗服务质量。唯有统筹资源，对现有政策进行改进和完善，建立起各层级医疗机构相互协作、分工合理的医疗体系，才能保证双向转诊制度的顺畅实施，缓解当前“看病难、看病贵”的困境。The two-way referral system is an inevitable step in the health reform,as it could effectively channel patients,promote rational use of healthcare resources,and improve the quality of care at primary medical institutions.Only by means of resources integration for improvement of existing policies,and building a healthcare system comprising partnering medical institutions of all levels with proper division of responsibilities,can the two-way system come into practice smoothly.This will alleviate the difficulty in seeing doctors and expensiveness of treatment.
