南海渔业资源可持续发展所面临的问题及对策

摘　　要：南海渔业资源丰富,可持续开发和利用南海不仅是我国渔业面临的现实选择,更是国家发展的战略需要。改革开放以后,南海渔业得到了迅速发展,但同时也存在着捕捞能力过剩、捕捞作业结构不合理、海洋环境污染严重、远海渔业资源利用不足等诸多问题。南海渔业资源可持续发展不仅需要加大对近海生态环境的保护,加强渔业立法执法力度,整合捕捞力量,引导开发远海资源,同时还需要加大渔业资源增殖放流、加大科技投入。Fishery resources is abundant in the South China Sea,sustainable developing and exploitation of it is not only a realistic choice to the problem facing fishery industry,but a strategic necessity for China development.After reform and opening up,fishery industry of the South China Sea has been developing rapidly,but also there have some problems,including surplus of capturing capacity,irrational structure of working,serious environment pollution,lack of utilization of unrestricted water,etc.To ensure sustainable development of fishery resources in South China Sea,corresponding countermeasures should be adopted in aspects of promoting eco-environmental protection,strengthening law enforcement,Integrating capture force,guiding fishermen to develop the unrestricted water resources,making great efforts to release fish fries and increasing investment in science and technology.
