地方产业“集群式”海外直接投资与国际市场势力拓展——理论与基于江苏电子信息产业的实证

摘　　要：全球价值链分工下企业乃至地方产业集群均被以片段的形式嵌入到全球价值链中,地方产业获取利益的多少由其国际市场势力决定,这就决定了我国地方产业集群在开展海外直接投资时必须考虑国际市场势力的构建。集群式海外直接投资是拓展地方产业国际市场势力的有效途径,通过成本分担机制、风险分担机制、集群优势集中机制、内部耗散规避机制以及信息分享机制促进国际市场势力的拓展。为了使得这些机制得以有效发挥作用,需要转变地方产业海外直接投资的主体,注意不同主体之间的协同合作,并需要政府提供政策支持。基于江苏电子信息产业的实证考察也支持本文的这一观点。Under the division of global value chain enterprises,local industry cluster were embedded in global value chain as a fragment. The interests of the local industry is determined by its international market power. That determines the local industrial cluster in China must consider construction of the international market forces when conducting overseas direct investment. Cluster overseas direct investment is an effective way to expand the international market power of the local industry,through the cost sharing mechanism,risk sharing mechanism,the advantage of cluster concentration mechanism,internal dissipation hedging mechanism and information sharing mechanism. In order to make the mechanism to effectively play a role,need to change the body of the local industry foreign direct investment,pay attention to the collaboration between different subjects,and need the government to provide policy support. Based on the empirical research of electronic information industry in Jiangsu province also supports the idea of this article.
