摘　　要：目的:为构建我国基本药物制度评估体系提供参考。方法:采用文献研究法,分析世界卫生组织的国家药品状况评估、监测和评价工具包。结果与结论:我国可参考世界卫生组织的评价指标体系框架,运用系统的视角展开多维度的政策效果研究,在明确评估主体的基础上,有选择地借鉴工具包中部分下级指标,以提升我国相关评价的科学性和客观性。Objective： To provide reference for the establishment of evaluation system for essential drugs in China. Methods： The WHO operational package for assessing, monitoring and evaluating country pharmaceutical situations was analyzed by the literature research method. Results and Conclusion： In order to enhance scientificness and objectivity of relevant evaluation in China, researchers can refer to WHO framework for the evaluation index system, carry out systematic evaluation of multi-dimension on the basis of clarification of evaluation subjects, and selectively refer to some sub-indicators of the operational package.
