摘　　要：乡村治理与乡村规划原本是属于政府管理与城乡建设两大不同体系的内容,在城乡一体发展背景下,它们因为新型城镇化的推进而必须协同处理旧症结,解决面临的新问题。根据我国城乡规划建设的现实需求,乡村治理与乡村规划"转型、融合、并进"已成必然趋势。在研究国内外乡村治理与规划经验的基础上,提出"民生为本,化城入乡、多元驱动"的乡村治理与规划改革新思路,探索贴近我国乡村实际且能够落地实施的治理与规划协同推进新路径。Rural governance belongs to government management system while rural planning belongs tourban and rural construction system. Under the background of urban-rural integration, rural governanceand rural planning have to be coordinated to deal with the old crux and to solve the new problems in theprogress of new-urbanization. To meet the practical demands of urban-rural planning and construction,＂transformation, integration and simultaneous advancement＂ have become inevitable trends for ruralgovernance and planning. Based on the study of rural governance and planning experience both at homeand abroad the paper puts forward the new rural governance and planning concept of ＂people-oriented,introducing urban civilization to rural area and multiple driving＂, explores new practical routes ofcooperation which should be implemented for rural governance and planning.
