摘　　要：本文首先准确界定和把握"文化"和"文化发展战略"这两个核心概念的理论内涵,以此理论内涵为参照,定义了中国共产党执政后的全局战略性文化建设思想体系,分析主要领导人的文化发展战略思想的系统、要素构成,尝试为精神活动即文化战略思想研究提供较系统的研究规范结构,即由宏观的认识框架和战略要素体系构成的文化发展战略思想体系。为文化发展战略研究建立规范化、可比性的对话平台,有利于中国共产党文化发展战略思想的构成与制定,有利于深化当代中国文化发展战略思想研究。This paper first accurately defines and elaborates the theoretical connotation of the core concepts of ＂culture＂ and ＂cultural development strategies＂, based on which the paper then defi nes the integrated strategic construction thought system of the CCP after taking power, and analyzes the cultural development strategic thought system and system compositon of the key leaders, so as to provide systemic research structure for the elusive cultural strategic thought studies as a special spiritual activity, including macro recognition framework and cultural development strategic thought system. This research establishes a standard and comparable dialogic platform for cultural development strategic research, which is invaluable for the stipulation of CCP＇s cultural development strategic thoughts, and for the in-depth studies on contemporary Chinese cultural development strategic thoughts.
