摘　　要：12320是原国家卫生部为满足公众日益增长的健康需要于2005年启动的"公共卫生公益电话",随着服务范围及功能的拓展,2013年更名为"卫生热线"。南通市作为全国建成较早、江苏省首批开通12320的地级市,经过对建设管理模式的不断优化,业务量较成立之初增长10倍,同时实现了从"小卫生"到"大卫生"的转型升级。设立12320网站,开通微博、短信,服务范围也由最初健康咨询、政策解读、接受举报投诉的公共卫生领域拓展至分时预约挂号、专家在线咨询、心理援助热线等整个医疗卫生行业,服务人群实现10个县市区760万人口全覆盖,受众近4万人。[Objective] The 12320 is the ＂public health hotline＂ initiated by the former Ministry of Health in order to meet growing needs about public health in 2005, now renamed as ＂health hotline＂ with the expanding scope of services and functions in 2013. Nantong is the city where the 12320 built earlier and opened firstly in Jiangsu province. It was upgraded from the elementary health to the advanced health by continuously optimizing the management mode of the construction, and the business volumes have increased by 10 times as compared with the beginning of the establishment. The progress included establishing 12320 website, and opening micro-blog and wechat. The service range expanded from the public health fields （such as health consultation, policy interpretation and answering complaints） to the medical and health industry （such as appointment, online consultation and psychological assistance）. The clients are nearly 40 000, completely covering 7 600 000 people of 10 counties.
