摘　　要：在归纳总结公共部门VFM评价与PPP项目立项决策国际主流模式的基础上,分析我国现行基础设施建设PPP项目评价与立项决策过程中存在的问题,并结合国情提出构建我国基础设施建设PPP项目评价与立项决策体系的建议。This paper summarizes the VFM evaluation methods and procurement procedures adopted in UK,Hong Kong and Singapore,identifies and analyzes the pitfalls of evaluation method and procurement procedure employed in China,and finally proposes suggestions for the establishment of VFMevaluation method and procurement procedure suitable for China’ s specific circumstance.It is believed that the study results obtained would provide practitioners with management implica-tions and benefit the success of PPP projects.
