辽宁省社会保障财政支付能力的影响因素研究

摘　　要：本文利用辽宁省2000—2012年经济数据,运用相关分析和回归分析方法,定量分析了辽宁省社会保障财政支付能力的影响因素。本文认为,辽宁省社会保障财政支付能力受到社会经济发展水平、政府汲取能力和社会保障需求因素的显著影响。具体表现为,人均GDP和财政收入占GDP比重显著促进了辽宁省社会保障财政支付能力的提升,而失业率和老龄化程度增加了社会保障财政负担的同时对社会保障财政支付能力提出了挑战。因此,为提高辽宁省社会保障财政支付能力,需要从促进经济发展、调整财政支出结构和提高社会力量的参与等方面做出应对之策。This paper analyses the influencing factors for the social security finance payment ability of Liaoning province using correlation analysis and regression analysis method with the data from year 2000 to 2012. This paper argues that the social security finance payment ability of Liaoning province are affected by the social and economic development level,the ability of absorbing ability and the social security demand factors. We believe that the GDP per capita and the proportion of fiscal revenue in GDP have significantly promoted the social security finance payment ability of Liaoning province,while the unemployment rate and aging have increased the financial burden of social security and put forward the challenge to the social security finance payment ability. Therefore,in order to improve the social security finance payment ability of Liaoning province,we need making countermeasures by promoting economic development,adjusting the structure of fiscal expenditure and improving the participation of social forces.
