摘　　要：针对地方政府间横向竞争的困境,文章将合作博弈和非合作博弈思想结合起来研究地方政府间横向竞争,并试图找到一个规避这些问题的理论——协和性理论。同时以其为支撑归纳出了把地方政府间横向竞争协调到协和式竞争模式,从而实现地方政府效益最优化和秩序良性化,并分别从经济和政治角度论证该模式的可行性。In view of the dilemma of horizontal competition among local governments,the article combines the cooperative game theory with non- cooperative game theory to study the horizontal competition among local governments,and tries to find a theory- theory of coordination to avoid these problems. Meanwhile,it summarizes the best pattern of intergovernmental competition- coordinated competition pattern,and testifies its feasibility from the economic and political perspective respectively so as to realize the local government efficiency optimization and its good order.
