论网络舆情在公民社会构建中的作用

摘　　要：公民社会强调主体意识,网络舆情平等、自由、公开和实时的特征与之相适应,并在公民社会构建中公民参与政治决策、监督公共行为、表达矛盾诉求和培育道德意识等方面发挥着积极作用。同时,网民素质参差不齐,数字鸿沟的存在以及利益驱使导致不实言论传播等消极因素也使网络舆情在公民社会构建过程中产生了反作用。通过改革加强引导,完善法律法规,倡导公平正义等促进网络舆情发挥积极作用的做法值得进一步探讨。Civil society emphasizes the subject consciousness, to which the characteristics of network public opinion adapt, such as equality, freedom, openness and real-time. Network public opinion plays an active role in citizen participation in political decision-making, supervision of public behavior, expression of contradiction, cultivation of moral consciousness and so on. At the same time, the negative factors such as uneven quality of netizens, the existence of ＂digital gap＂and the false speech spread driven by interests, make network public opinion create reaction in the process of civil society construction. It is worth further research on strengthening the guidance,improving rules and regulations, advocating fairness and justice and so on by reform, in order to promote the positive effect of network public opinion.
