失地农民利益表达困境与“差序而治”的思考——基于54封失地农民来信的研究

摘　　要：2003年以后,农村土地纠纷取代税费争议成为农民利益诉求的焦点,失地农民群体不仅经济利益遭受损失,社会利益也处于边缘化状态。文章基于54封失地农民的来信,归纳当前失地农民利益表达的主要途径与反馈结果,透过利益相关者视角,分析失地农民利益诉求在基层受阻的内在逻辑,并结合相关案例分析,从"差序而治"的角度,寻求解决失地农民利益表达困境的有效方法。After 2003, the land disputes instead of tax disputes become the focus of the peasants＇ interests in the rural areas,the peasants not only get an economic loss, but their social interests are also marginalized. Based on the 54 letters from the landless peasants, the paper summarizes the main expressive methods of their interests and the results of feedback, analyses the reasons for their blocked appeals, seeks the effective methods to solve the plight of their interest expression from the perspective of the rule of＂different pattern＂with the related case analysis.
