摘　　要：西部地区是我国经济发展中处于较为落后的地区,如何加快西部地区经济发展步伐,中共十八届三中全会发布的《关于全面深化改革若干重大问题的决定》中,多处提出要"积极发展混合所有制经济",体现了国家对发展混合所有制经济的高度重视。以混合所有制为抓手实现国有企业改革的突破发展,以市场在资源配置中发挥决定性作用,将给社会资本创造更大的制度空间,为国企改革提供重大机遇,位于西部地区的陕西省应当结合自身特点,抢抓机遇,采取措施,打造深化陕西省经济改革升级版。The Western region in China is at a relatively low development level in the economic development. We have to speed up the pace of economic development of the western region. In the decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform proposed on the Third Plenary Session of the 18th Central Committee of the Communist Party of China, to develop mixed ownership economy in good way is mentioned, which reflects the high degree of attention of the government to the development of the mixed ownership economy. To take mixed ownership as the starting point to realize the reform of state-owned enterprises breakthrough development and make mixed ownership economy play a decisive role in the allocation of resources in the market, will create more system space for social capital, provide significant opportunities for the reform of state-owned enterprise. Shaanxi, located in the western region, should be combined with its own characteristics, seize the opportunity, take measures to deepen economic reform and realize Shaanxi upgrade.
