摘　　要：格林威治时间1943年12月1日23时30分,"开罗会议公报"最早由美国政府在华盛顿公开发表,在之后的24小时内,英国政府在伦敦、中国政府在重庆相继公开发表了"开罗会议公报"。华盛顿、伦敦、重庆三座城市共同拥有这份公报的首发权。通过《波茨坦公告》,《开罗宣言》作为"开罗会议联合公报"的简称,首先为美英中三大国所确认,逐渐为国际社会普遍接受,并长期沿用,一直至今。"开罗会议公报"的最后,确实没有中美英三国领导人的签字,但这并不代表没有三国领导人的署名。"开罗会议公报"的署名采取将三国领导人姓名署于文件开头的方式,昭告天下。第二次世界大战期间同盟国发表的联合公报、宣言,有别于和平时期国家间的联合公报,故其名称、内容、措词、日期、签署、发表等,有其特殊性。At 23.30 hours G. M. T,December 1,1943 ,the communique of the Cairo conference was first published by the government of the U.S. in W both the government of Great Britain in London ashington. In the next twenty-four hours, it was published by and the national government of China in Zhongqing. The origi- nal privilege of publishing the communique of the Cairo conference belonged to the three cities, including Washington, London and Zhongqing. The Cairo Declaration was the abbreviated name of the communique of the Cairo conference. By making the Postdam Proclamation, the U. S. , China and Great Britain confirmed the name of the Cairo Declaration. The Cairo Declaration has been accepted and used gradually by the interna- tional society. In fact, the leaders of the three great countries did not sign their names at the end of the com- munique of the Cairo conference. However, it did not prove that there was no the names of the three great countries on the communique of the Cairo conference. However, their names were signed at the beginning of the communique of the Cairo conference. Joint communiques and declarations made by the allies against fas- cism in World War Two were different from joint communiques and declarations made by some countries in the peaceful environment. So the name, text, words, date, signing and publishing of these international documents were very unique.
