摘　　要：网络时代下国家安全、社会安全和个人安全都面临越来越多的威胁,如何保障网络信息的安全作为各国政府关注的重点问题,网络信息安全法律体系的构建迫在眉睫。文章从网络信息安全法律体系的必要性、目前国内信息安全立法框架的现状、构建网络信息安全法律体系的原则以及构建一个具有国家信息安全战略的法律体系四个方面讨论了网络安全管理法律体系的构建问题。The national security, social security and personal safety are facing more and more threat in the Intemet era. How to guarantee the security of network information has been the key problem of the governments concerned, the construction of the legal system of network information security is imminent. The article introduced the problem of constructing the legal system of network security management from 5 respects, the necessity of the legal system of network information security, current status of the domestic legislation of information security framework, the construction of network information security legal system principle and the construction of the legal system of national information security strategy
