摘　　要：从三个方面探讨了上海在确定了城市建设用地的"天花板"后的土地资源优化配置问题。一是在城市建设中坚持紧凑原则,尤其新城建设应迅速形成核心并由此紧凑地向外拓展。二是乡村工业除少数优秀和特色企业外,应基本上退出村一级,以消除产业用地的低效利用问题。三是农村集体经营性建设用地的未来使用方向必须与上海发展方式转型和全球城市目标相适应,并讨论了一些可能的利用方式。This paper addresses three aspects of land resource optimization following the adoption of an urban constructionceiling in Shanghai. Firstly, urban development should focus on the compact city principle, and new cites should developa core area first and expand compactly. Secondly, rural village factories should be abandoned, except those with goodeconomic and environmental performance, so as to eliminate industrial land use inefficiencies. Finally, rural developmentshould be consistent with economic transition goals and the development of a global city.
