珠江流域片省界缓冲区最严格水资源管理的研究

摘　　要：省界缓冲区是为了协调省(区)际用水关系,控制相邻省(区)上下游或左右岸河道水污染而划定的一类特殊的水功能区,是流域水资源管理的关键区域。以珠江流域片省界缓冲区为例,在入河污染物监测和水质现状达标评价的基础上,对水功能区的现状纳污能力和承载能力进行了评估,并分析得出两者之间的关系。最后,提出了加强省界缓冲区最严格水资源管理的几点建议。The provincial boundary buffer is a special kind of water function zones, which is established to coordinate the relationship between the water event provinces, and to control provincial or full of upstream and downstream of the river water pollution. It is a key area of river basin water resources management. Based on the Pearl River Valley provincial boundary buffering area as an example, present in the monitor of the pollutants into the river and the water quality standard, on the basis of the current situation of water func-tion zone is to evaluate the assimilative capacity and carrying capacity, and analysis the relationship between the two. Finally, put for-ward some suggestions to strengthen the most strict water resources management of provincial boundary buffers.
