摘　　要：首先从新时代的环境下，对于组织文化含义的重要性展开分析，介绍了国外组织文化的发生和发展，具体分析图书馆组织文化的含义和功能，并且对图书馆领导者在组织文化建设中的作用进行了分析和阐述。First analyses the importance of the implications of the organizational Culture, introduces its origin and development in the foreign country, analyses the implications and functions of the or- ganizational culture, and explains the role of the library leader in the construction of organizational culture.
