摘　　要：目的解决科室经费不足的难题,化解医院预算经费分配的矛盾,均衡合理地促进科室全面建设。方法以"总量控制、按比例计提"为手段,结合科室规模、盈利水平及相关学科带动情况,在科室一级设立科基金。结果调动各级主观能动性,学科发展、医疗技术水平和科室全面建设得到有效提升。结论在科室一级设立科基金,依靠科室发展自筹经费,既调动了医务人员主观能动性,又化解了各级经费预算矛盾,有利于医院的长期可持续发展。Objective：To solev the prbo lem of insufficine t department funds,resolve the cno tradiction of budget allo-cation in hospitals and promote the overall department construction evenly and reasonably.Method：Department funds are set up by means of“total quantity control and proportional withdrawal” according to department scale,profitability and the cor-respondingly mobilized disciplines.Result：The measure motivates the subjective initiative at all levels.In turn,disciplines de-velop,and medicla t echnology and ht e overall deprat ment oc nstruction are pu gar ded efficine tly.Conclu sion：To set up funds at departmentl evle na d sle f-finance with depatr ment develo pmentc an both motivate the subjective initiative of medical work-ers and resolve the cno traditc ion of budget at all levels,which benefti s teh long-term sustainalb e development of oh spitals.
