摘　　要：基层公共图书馆服务体系建设要走出碎片化困境,必须要适应整体化的时代要求,借助整体性治理理论进行制度设计,形成功能、资源、项目、人员整体化管理、全方位服务的现代公共图书馆服务体系。首先要在组织变革理论指导下自觉进行组织变革,构建整体性组织,然后按照整体性治理理论对整体性组织进行整体性治理,自觉从观念更新、体制改革、机制创新、活动开展等方面推进现代公共图书馆服务体系建设整体化。If the basic level public libraries service system construction to get out of the fragmentation dilemma,they must adapt to the integration requirements of the times, design the system with the help of Holistic Governance Theory, form integration management, full service of modern public library service system at function, resources, project, staff etc. First to perceive organizational change under the guidance of organizational change theory, to structure integration organization, then to perceive holistic governance of the integration organization according to the holistic governance theory, consciously promote the integration of the modern public library service system construction from the renewal of ideas, system reform, mechanism innovation, activities etc.
