摘　　要：公益性是公共图书馆的本质属性,公益性价值的实现是公共图书馆追求的最高目标。论文在分析公共图书馆公益性内涵和研究意义的基础上,论述了实现图书馆公益性价值的障碍因素,并提出了图书馆公益性价值实现的策略。This paper points out that in the great reading activity and the new period of the active promotion of library service to the whole society, we need some calm thinking on how to promote nationwide reading further. During the period of the Republic of China, our library persons＂ delicate, perfect and professional practice and experience of reading promotion and review activities, still can give enlightenment to us now. Librarians have to bear the responsibilities and tasks which cannot be replaced by others. But compared with the national and social needs and desires, there is a big gap. That starting from taking the work of books review seriously and promoting librarians to do the work, perhaps is the effective direction and measures to promote nationwide reading movement further.
