摘　　要：当科技资源被赋予"第一资源"的历史地位时,人们的需求也在不断增长、变化着。这与珍稀的科技资源本身形成了一定程度上的矛盾关系。因此,为了发挥科技资源的最佳效益,需要对其进行优化配置。而具有规范、协调功能的法治则是科技资源实现稳定有序、合理配置的必要保障。When technology resource has been given the＂first resource＂ historical status, People＇s demand are growing and changing. This conflicts with the rare technology resource to some extent. So, In order to improve the best benefits of technology resource,we need to make it optimize. And with the normative.Coordinate function of law ,it is possible to technology resource to achieve a stable.orderly and reasonable allocation.
