摘　　要：本文通过研究日本海外勘查开发援助机制和战略体系,分析日本政府和机构在全球矿产资源争夺中的角色作用和推动企业实施的战略理念和运营手段,提出了借鉴日本海外矿产资源勘查开发经验,构建我国国外勘查开发援助机制和战略体系的启示,如:加强"走出去"顶层设计、围绕国家宏观战略、构建我国"无缝式"援助机制和体系、探索矿产资源"走出去"新机制、更好发挥政府作用等。This paper ,by studying the aid mechanism and strategy system of Japan’ s overseas exploration and development and analysis of the roles that Japanese government and organization play in striving for global mineral resources and strategic concept and operation methods that Japanese enterprises take ,aims to establish the enlightenment of aid mechanism and strategy system of overseas exploration and development for our country by making use of Japan’ s experience in exploration and development of overseas mineral resources ,such as strengthening top‐level design of“going out” strategy ,establishing our“seamless” aid mechanism and system focused on national macro strategy ;probing into new mechanism for mineral resources of “going out” and making the government play its role better .
