摘 要:食盐具有公益性和商品性双重属性。从目前所实行的食盐专营制度来看,应主要从社会效益和经济效益两方面对其评价,并正视专营体制所存在的问题。我国食盐流通管理体制改革的方向是推进产销联合组建集团,化解产销矛盾,提高产业集中度;改革的阶段性目标是建立寡头垄断食盐市场;最终目标是实现市场竞争力强、产业集中度高、监管体系完善、食盐供给安全。改革的主要内容是组建产销融合的食盐生产经营主体,由政府或相关部门出台食盐行业兼并重组的实施方案,采取行政手段和经济手段相结合的方式,在全国组建产销一体的大型盐业集团,可以先组建各省(市、自治区)的盐业集团公司,再组建跨省的区域盐业集团公司。Salt has the nature of both public benefit and commodity. We should evaluate the existing exclusive franchise of salt from both the aspects of social benefits and economic profit,and we should also envisage the existing problems with the exclusive franchise of salt. The direct of reform in the management institution is to promote establishing the group of producers and sellers,eliminate conflict between production and selling,and improve the industrial concentration;the phased target of reform is to establish the oligopoly market and the terminal target of that is to realize the strong market competitiveness ,the high industrial concentration,the perfect supervision system,and the safe supply system. The main contents of this reform is to establish the main player which integrated the sellers and producers,introduce the implementation plan of M&A in salt industry by the government of related departments,and combine the administrative measures and economic means. In establishing the integrated group of producers and sellers,we should firstly establish the local groups for each province or city,and then establish the inter-regional groups.
