摘　　要：网络产业具有较强的自身特性,这些特性导致网络产业的竞争与其他产业的竞争之间存在着较大的差别,网络产业运行中不可避免地存在着市场不完全、市场失灵现象,有时甚至非常严重。本文在对网络产业进行界定的基础上,分析了网络产业的基本特性,以及这些特点对网络竞争的影响,并以电信业为例提出为了维持较高的社会福利水平,政府有必要对网络产业进行规制。Network industry has its own characteristics, which causes the great differences between the ways of competition in network industry and that in other industries. The failure of market occurs inevitably in the operations of network industry and sometimes this is very serious. So we try to find out how these characteristics influence the competition in network industry. First, we defined the meaning of network industry and described the characteristics of network industry. On the basis of this, we analyzed in detail the influence of these characteristics on the network competition. Following this, through the analyzing of the case of telecom industry we make a conclusion that to maintain high social welfare standard, government must rule the network industry.
