基于物元可拓的民航机务维修部门安全管理能力评价

摘　　要：为准确评价民航机务维修部门安全管理水平,落实民航机务维修部门安全管理体系建设,从组织系统的角度,将"Reason"的思想融入到安全管理能力中,通过分析民航机务维修事故案例,从安全管理能力组成要素角度建立民航机务维修部门安全管理能力评价指标体系;综合考虑民航机务维修部门安全管理能力的动态性和不确定性,采用物元可拓方法构建机务维修部门安全管理能力评价模型,并利用该模型对某家航空公司机务维修部门的安全管理能力进行评价。评价结果表明,该模型可以反映出民航机务维修部门整体安全管理能力水平以及安全管理能力中的不足,可为安全管理能力建设提供理论基础。In order to evaluate the safety management level of civil aviation engineering maintenance department and carry out the construction plan of its safety management system,this study puts the ideal of Reason into the safety management capacity from the perspective of organizational system and builds the evaluation indexes of the safety management capacity for civil aviation aircraft maintenance department from the point of the safety management capacity elements by analyzing the accidents of civil aviation aircraft maintenance,and then establishes the evaluation model based on the matte-element model with comprehensive consideration of the dynamic characteristics and uncertainty of the safety management capacity of civil aviation aircraft maintenance department. The paper also evalu ates the safety management capacity of an aircraft maintenance department based on the model. The results show that the model can reflect the whole level of the safety management capacity and also its defects, which can provide theoretical basis for the construction of safety management capacity.
