河北阜平特色扶贫产业的益贫和减贫效益评价

摘　　要：为科学评价河北阜平特色扶贫产业的益贫、减贫效益,为其今后特色扶贫产业的政策制定与发展规划提供参考,分别从直接和间接效益两方面构建其5类特色扶贫产业的益贫、减贫效益评价指标体系,并利用熵权法与多指标综合评价法测算效益评价的综合得分。结果表明:5类产业的综合得分由高到低依次是甲鱼、大枣、核桃、养鸡和养羊,甲鱼、大枣、核桃的综合得分差距较小且明显高于养鸡与养羊。由于大枣产业的总收益率最高,间接效益仅次于核桃产业,而核桃产业的间接效益高于其他产业,因此阜平今后应重点发展这两类扶贫产业。To scientifically evaluate the benefit of poverty alleviation industry in profiting and reducing poverty,and provide a reference for policy formulation and development planning of further specific poverty alleviation industry,the benefit evaluation index system of five kinds of characteristic poverty alleviation industry in profiting and reducing poverty was constructed from the two aspects of direct benefits and indirect benefits,and the synthesis score was measured by entropy weight method and multi-index evaluation method.Results：The synthesis score followed sequence of turtle,jujube,walnut, chicken and sheep.The first three were of little difference and were significantly higher than the last two. Jujube industry was of the highest yield and indirect benefit ranked only second to walnut industry,which was higher than other industries.So jujube industry and walnut industry should be focused on in Fuping County in further.
