摘 要:发展与完善政府绩效成果考核评价体系是在客观认识国家治理状况前提下,推进国家治理体系和治理能力建设的重要举措之一。以推进国家治理体系和治理能力建设现代化为背景,从合法性的制度维度、有效维度、参与治理维度、治理多元维度对政府绩效评估体系进行分析,并针对我国政府绩效评估实践中存在的绩效评估目标设定偏差、指标的科学性和规范性不足、评估中的公民参与沟通不充分等问题,从利益整合、大数据支撑、扩大公众参与、建立制度化的操作机制等四个方面构建科学合理的政府绩效评估体系,使其真正成为政府治理行为有效性与否的"晴雨表"。The development and perfection of performance evaluation system of the government performance is one of the important measures to promote the national governance system and governance capability construction under the precondition of objective understanding national governance.In order to promote the national governance system and governance capacity of building modernization as the background,from the institutional dimension,the legitimacy of the effective dimension,participation in governance and governance dimensions of multi dimension,the government performance evaluation system was analyzed in this paper.According to the problems such as goal setting deviation of performance evaluation and lack of scientific indicators and normalization in the practice of government performance evaluation and citizens' inadequate participation and communication in the evaluation,a scientific and rational evaluation of government performance system should be established to make it really become a " barometer" of the effectiveness of government governance behavior from the four operating mechanisms of interest integration,large data support and public participation expansion.
