教授治院:中国大学行政权力与学术权力边界设置的原点

摘　　要：中国大学张扬学术权力的关键举措是在行政权力与学术权力二者之间设置合理的边界,设置边界的原点宜在大学二级学院实施教授治院。教授治院的理论依据是学术共同体理论,其精髓是均权和求真,教授治院必须体现公开公正和均权制衡二大原则。实践中,教授治院具有实施的合法性基础,也符合大学的组织特征。但要使教授治院真正起到边界原点的作用,还应该以科学的治理理念为先导,以适切的治理机构为载体,以完善的治理制度为保障,防止教授治院陷入新的官僚化模型之陷阱。The key measure to promote academic power in Chinese universities is to set a reasonable boundary between administrative power and academic power. It＇s better to set up institution of professor running the college in secondary colleges as the origin of the boundary. The theory basis of professor running the college is academic community,the essence of which is to share the power and to pursue the truth. The institution of professor running the college should embody the principles of open and fair and balancing the power. This institution has the legality in practice,and fit for the organizational features of the university. The importance for the institution of professor running the college playing the role as the origin of the boundary is to make sure of the points as following： Using scientific ideas as the precursor; using fitful governance institutes as the carrier; using the perfect institutions as guarantee,only by which can the institution of professor running college not to descend to the pitfall of the new bureaucratic model.
